  1. Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans thoroughly.
  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
  3. Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed for about 2 minutes until the batter is smooth.
  4. Carefully stir in the boiling water. The batter will be thin; this is normal.
  5. Pour the batter evenly into the prepared pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean. Allow to cool in pans for 10 minutes before transferring to wire racks to cool completely.
  6. In a mixing bowl, beat the softened cream cheese and butter until creamy and smooth. Gradually add the powdered sugar and vanilla extract, beating until fluffy.
  7. Once the cakes are completely cooled, place one layer on a serving plate. Spread a generous amount of cream cheese frosting on top, then place the second layer on top and frost the top and sides of the cake.
  8. For garnish, sprinkle chocolate shavings or sift cocoa powder on top, and add fresh berries if desired.
  9. Slice the cake and serve at room temperature.
