  1. In a medium bowl, combine the sliced beef with 2 tablespoons of soy sauce and 1 tablespoon of cornstarch. Mix well and let it marinate for at least 15 minutes.
  2. In a separate bowl, whisk together 1/4 cup of soy sauce, oyster sauce, rice vinegar, sugar, and black pepper. Set aside.
  3. Heat a large wok or skillet over medium-high heat and add 2 tablespoons of vegetable oil.
  4. Add the marinated beef to the hot wok in a single layer. Sear for about 2-3 minutes until browned but not fully cooked. Remove and set aside.
  5. In the same wok, add the sliced onion and bell pepper. Stir-fry for about 2-3 minutes until they begin to soften. Add garlic and ginger, stirring for an additional 30 seconds.
  6. Return the beef to the wok. Pour the prepared sauce over the beef and vegetables. Stir well to combine.
  7. Cook for another 2-3 minutes, allowing the sauce to thicken and the beef to cook through.
  8. Remove from heat and serve immediately over steamed rice or noodles, garnished with sliced scallions if desired.
